An Explanatory Memorandum on the General Strategic Goal of the Group in North America
The process of settlement is a ‘Civilization-Jihadist Process’ with all the word means. The Ikhwan [Muslim Brotherhood] must understand that their work in America is a kind of grand Jihad in eliminating and destroying the Western civilization from within and ‘sabotaging’ its miserable house by their hands and the hands of the believers so that it is eliminated and God’s religion is made victorious over all other religions. Without this level of understanding, we are not up to this challenge and have not prepared ourselves for Jihad yet. It is a Muslim’s destiny to perform Jihad and work wherever he is and wherever he lands until the final hour comes, and there is no escape from that destiny except for those who chose to slack. But, would the slackers and the Mujahedeen be equal.

The above is excerpted from the Muslim Brotherhood document, “An Explanatory Memorandum on the General Strategic Goal of the Group in North America.” Also referred to as the “Plan,” “Project,” and “Explanatory Memorandum”), it reveals the Muslim Brotherhood’s strategic plan to destroy America from within and identifies 29 organizations as “our organizations and the organizations of our friends” that are to help it achieve this stated goal of “civilization jihad.” It was discovered with 80 boxes of materials in the sub-basement of Hamas operative Ismail Elbarasse’s home in Annandale, Virginia, during a 2004 search and seizure and introduced into evidence in what was the largest terrorist-financing trial in U.S. history—U.S.A. v. The Holy Land Foundation for Relief and Development, et al.
Written in Arabic sometime in 1987 by Mohamed Akram—a member of the Muslim Brotherhood’s Board of Directors for North America and senior leader of Hamas—but dated and published May 22, 1991, this Memorandum, along with “The Project,” is by far one of the single most important and incriminating Muslim Brotherhood documents obtained to date.
